Is it possible to have a line brake on procedure arguments, but not in case of an Oracle built in functions (e.g. FLOOR, LOWER, TRUNC, ADD_MONTHS, TO_DATE, TO_CHAR, NVL,...)?

From the settings page it looks like you are using an old sqldeveloper version. In newer version you specify to chop the list of arguments into fragments of length N as reported at page 1 of this thread. It also describes how to not insert breaks into built in functions.
