Pull To Refresh feature messing up listView scrolling?

The problem is that when they then drags the listview to navigate back up to the top it seems to trigger the "Pull to Refresh" listView functionality that I added as opposed to scrolling back up. I have tried a multitude of ways to try and implement the pull to refresh but as soon as the user scrolls down the listView items that are out of view it seems to lose any boundaries.
