You can use VIEW_ALL_SUPPLIERS role action for the user. So that the user can see all the suppliers

Can you check the role actions in this navigation
eProcurement, Administer Procurement, Maintain System Users and Roles, Role Action Name
You need to add the role to this role action
1-Navigate to eProcurement> Administer procurement> Maintain System Users and Roles >Assign role action to roles then search for requisition then choose ePro requester from the search results.
2- Navigate till you get to the Requisition item search.
3-Enable the role action for View all suppliers.
4-Now link the main role which is : ePro Requester to the user you are using.
