Hi Kstore, I'm not sure I understand your question completely, but it is definitely possible that from a PL/SQL procedure, you interact with a GET/POST API from another application, and use that information to interact with tables in your database. If this doesn't help, can you be a bit more specific in what you're attempting to achieve?
i want to READ / WRITE from oracle
into and api like
passing the variable in the call (GET and POST)
without using JAVA LANGUAGE ( or other language)
but using ORACLE APEX / or ORDS

Yes, you can define the REST service within APEX and use PL/SQL to read or write using whatever tables you need. No Java needed.
but you don't need APEX...
And once the REST Service is defined, it can be invoked by anyone, including another database.
