I got answer of few question as below :
Question:This create full tag option used to create objects from both master and work repository at ODI?
It used to create a new folder(tag name)/set of objects from an already created folder at SVN (copy already cheked in ODI repository at SVN and paste to a new tag name/branch name?)
Nope, Tag is created for very first time. It is creating SVN/VCS objects from ODI repository. And then branch is created using this Tag.
However I am still looking for resolution of error message at screenshot.

By the looks of it there is a permission issue on adc4110351.us.oracle.com. Is that where your SVN repository lives?
Yes, that is where my SVN repository lives.
Then look for a username/password problem.
Apologies that I replied earlier that this issue is resolved.
Issue resolved was- creating a branch from existing tag and not creating full tag from existing branch.
I still getting this error, while my user is having access to folder where I am creating a tag.
One observation is that my actual path of tag folder at SVN server is:
however as per error message it is showing:
not sure from where !svn/ver/32860/ is getting added to path.
My seeing it seems to be scenario version.
Full error message:
oracle.odi.core.service.vcs.svn.exceptions.OdiSvnOperationException: ODI-12242: Creating full tag with name [test] from configured branch/trunk failed with error [ODI-12323: ODI VCS configuration failed
ODI-12335: Unable to create checkout sub folder under Working Folder Path.].
Below was the issue as already mentioned by Marco:
My user was not having access to working folder path for svn version.
this is path at ODI server where artifacts are exported from subversion repository to execute various version management operations like export, commit, restore, and so on.
I provided 777 access to working repository folder (in file system) and issue vanished.
