What's the value you set for db_recovery_file_dest ?
Looks like either the directory is not there or your oracle user don't have permission to access it.
Such error compels you to start your DB with pfile. the pfile is on this path ORACLE_BASE\admin\pfile. apply the following:
SQL>Startup mount pfile=%ORACLE_BASE\admin\pfile\init.ora.82920069558;
then after you may create SPFILE from PFILE
SQL> CREATE spfile FROM pfile;
U r path define under db_recovery_file_dest is not valid,check it..
Specifying this parameter without also specifying the DB_RECOVERY_FILE_DEST_SIZE initialization parameter is not allowed.
I received this message, but i use winXP and OracleXE.
ORA-01261: Parameter db_recovery_file_dest destination string cannot be translated
ORA-01263: Name given for file destination directory is invalid
What i have to do?

Excuse me, but i didn't understand.
I use Oracle 10g XE and its don't have the file "initmydb.ora".
You need to create the pfile from your spfileXE.ora or to use init.ora file and open your database
Could you show me a step by step?
create pfile='<path and name of pfile>' from spfile;
You need to execute this command as Eric said using SQLPLUS*.
create pfile='<some_path>/init.ora' from spfile;
1) SQL>startup pfile=%ORACLE_BASE%\admin\pfile\init.ora;
2) SQL>CREATE spfile FROM pfile;

I tried and happened this:
SQL> create pfile='c:\oraclexe\app\oracle\product\10.2.0\server\dbs\spfileXE.ora
' from spfile;
ORA-27041: unable to open file
