You are drawing the wrong conclusion.
There is SQL and SQL & PL/SQL and between those 2 only the later presents "Action" to start a new discussion/question. I don't remember the reason, but as I recall, this has been discussed extensively in the past.
As seen in below screenshot:
While there are certain inconsistencies between different forum spaces, the Action pull-down menu is not.
Are you perhaps referring to the Please remove the ASK IT widget ?
A long time ago, in a galaxy far far away, the community had a forum for SQL questions (SQL )
and another for PL/SQL questions (SQL & PL/SQL ):
At some moment, the were merged into the later, and the SQL one exists as a "view" of the "SQL & PL/SQL" one, showing exacty the same content:;
New questions are not allowed on SQL.
