ODI may be installed on a server or laptop - it does not matter as long as the OS is certified and it has enough RAM.
'WebLogic Server' and 'Oracle Fusion Middleware Infrastructure' are different products.
Oracle Fusion Middleware Infrastructure includes WebLogic Server plus some functionalities.
When installing ODI Enterprise Install, Oracle Fusion Middleware Infrastructure is automatically installed.
Starting ODI 184.108.40.206.6 the ODI binary includes Oracle Fusion Middleware Infrastructure.
This is why ODI should be installed in its own home, ideally.
But also ODI may be installed in the same home as SOA, for instance, because SOA is also using FMW Infrastructure.

I have ODI with JavaEE agent on my laptop.
Only JavaEE agent is deployed on managed server and requires Oracle Fusion Middleware Infrastructure.
