remove your in-parameter definition, and make your call with the parameter in the url, does it still work?

Yes, when I remove the in-parameter definition I can make the call with the parameter in the url. But I thought when I define a parameter as "HTTP Header" that it was not possible to use it as a parameter in a URL. So what's the difference in defining it as HTTP HEADER or URI? FYI, I'm using ORDS 19.4 and I create all webservices in the browser (APEX).
