In Purchasing responsibility define Information Templates for Item or category.
1) Purchasing->setup->Information Templates.
2) E-catalog Admin -> Loader values check Template lines and press "Extract items" button to run process.
Catalog Data Extract - Items
Catalog Data Extract - Classifications
Catalog Data Purge
3) Check in Iproc Resp under Public lists.

There is a difference between 'Requisition Templates' and 'Information Templates', in Purchasing / iProcurement.
'Req. Templates' are place holders for Catalog Items in Purchasing that can be used in a Req. Its like a set of items that you can purchase in a lot.
'Info. Templates' are place holders for addition attributes to an item that are being requested. You can assign an info. template to an item or a category.
The steps that you've mentioned is for 'Req. Templates' and what is seeked for is the 'Info. Templates.
Go to the Info. Templates Form in Core Purchasing. Define the Info. template and you'll find an assign button at the bottom of the form. Use it to assign it to category (or) items.
