First port of call should be both your Apache access logs and your modplsql logs to try to identify the error that occured. Search these for your 500 error and you'll hopefully find more information.
One possibility is that you are hitting the Apache MaxClients value that is defined in your httpd.conf. Search the forum for more information on this.
How do I access these logs? I do not control the installation of Apex or Oracle. Both run on a production server managed by another department.
I'd ask them to supply the logs as HTTP Error 500 means 'Internal Error', and as such is as somewhat less useful than a chocolate teapot.
The logs live in Apache/Apache/logs and Apache/modplsql/logs.
Not sure what to say if you can't get access to these......
