NLS_SORT=BINARY_CI

We are trying to provide non case sensitive searches in an internal small application on Oracle 10.2.0.2/aix 5L, but the programmers do not want to make the code changes with alter session-set NLS_COMP=LINGUISTIC and NLS_SORT=BINARY_CI.
Is it possible to run this as a server level setting and if - yes, are there any known performance penalties or known bugs?
