I think you should be more specific. I think that your comment applies to RAC environments. If Clusterware is used to support generalized failover clusters, then the crs_* commands are all you have to manage the resources. However, in RAC environments, it is clear that using crs_* commands is forbidden (unless support directs you to).
Having said that, I think there are many RAC-savvy DBAs that do occasionally use the crs_* commands without peril or issue, but only when necessary. Generally speaking, srvctl should provide all the necessary functionality.
