when did he get this error?
This is a webutil error. This is the syntax of the error: "WUC-24 Error reading URL. Type: User. Description: Download from URL to client failed. Resolution: Make that the URL is valid and correct".
So check if the URL is correct, such as the name of the file and if it is in the path...

He gets it at the time the form starts up and is first being displayed to the screen.

He uses the same URL as everyone else. The .dll named in the error message exists on the server as he has logged in manually and navigated to the appropriate directory to confirm it's location.

did you clear the cache of the users IE ?
No, I'll try this today. Is clearing the cache simply 'deleting the temporary files'? Or is there more to it?
I think that's it. Must be identical to the extras-options : clear cache

Does the user have necessary permissions to the folder he's trying to read?
Instead the user can test in local machine with all permission granted and check.
