Oracle ILM Vs Partitioning

I'm looking for clarity on use of Oracle ILM Vs Partitioning:

Oracle ILM to be implemented needs Partitioning. However, Partitioning does not need ILM.

ILM provides a GUI interface & scripts to manage the life cycle of data.

    Oracle ILM comprises of many features in the database, such as partitioning and virtual private database, which can be used to build an ILM system

    Partitioning is a feature in the database that is used on a table for performance, or to improve manageability or availability

    The ILM Assistant provides a GUI tool for defining lifecycles.

    Oracle Enterprise Manager comprises a GUI for managing and defining partitions and in Oracle 11g a partition advisor
