Did you get some error during linking phase? Did you ignore it?
If the answer is yes for both of questions then that is the reason of above error message.
Because there was missing some of required packages (listed in installation prerequisites) during linking phase.
Identify and install the missig package/s and do "relink" ($ORACLE_HOME/bin/relink all).

Does not match exactly your environment, but there's a metalink note:

When Installing 10.1.0.3 x86_64 on SLES9, Relinking Errors Occur and NetCA Fails With The Error: UnsatisfiedLinkError exception loading native library: njni10

            Reason for the problem is:
the required 32-bit glibc packages have not been installed, and so the library
            /usr/lib/libc_nonshared.a does not exist.

            You should check this.

glibc for 32 bit env also installed and relinked it. still remains n problem..

In mids of the oracle 10g r2 on open SuSE 10.3 installation the error is: "Error in invoking target 'agent nmo nmb' of make file '/opt/oracle/product/10_2/db_1/sysman/**/ins.sysman.mk"
                1. This message you posted in different thread. Could you post 10 lines that occurs before this line/message and 10 lines that occurs after this line/message?

                2. Are you sure that you install all required packages which are listed in installtion prerequisites?

Again, could you review $ORACLE_HOME/install/make.log file and send me messages near to error messages that you post before?
We know now what is the error byt message that I'm asking you will help to identify the cause of error (I mean linking error of course).
