I have a client with the same issue on Vista Home Premium. Did you ever figure out an answer?
The ultimate fix seems to be to run a Winsock fix for the TCP/IP stack on Vista. Not sure what caused it to go stupid in the first place, but it may have been Symantec suite. Removed Symantec using their own reg cleaner and run the fix. It's back to normal. Since the SP1 is not yet available via MS Updates, I wonder if it would have done the trick as well.
