What is the version of ODT are you using to deploy your .NET stored procedure? Will it be possible for you to use "Oracle Developer Tools for Visual Studio .NET (for Oracle Database 10g Express Edition)"?
I used ODTwithODAC1020221 to deploy my .net stored procedure.
OK, I uninstall ODT and install ODT for Express Edition. And now it can work on Visual Studio 2003, but it can't work on Visual Studio 2005. How do it under VS2005?
ODT for Express Edition supports only VS.NET 2003 hence you can deploy .NET stored procedure in XE database from VS.NET 2003 only.
Of course, other versions of ODT for VS2005 can be used in conjunction with XE DB for performing other database related tasks.
I have the same Proplem with oracle database 11.1.0
and visual studio 2008

It seems that you have some installation problem in ODE (on the server side). Can you please check following in your database server -
1. What is the version of oraclr11.dll in <OracleHome>\bin directory.
2. What is the version of oracle.database.extensions.dll by issuing following -
gacutil /l Oracle.Database.Extensions
3. What is the version of oracle.dataaccess.dll by issuing following -
gacutil /l Oracle.DataAccess
