Yes you are right, XML radio button should be enabled. It will be enabled is the trading partner setup is set correctly for that Supplier, Supplier Site and transaction type. Please specify the setup that you have done in the trading partner. After seeing that only, I can help you.
I am not sure what Trading Partner means exactly.For XML thing to work you need to provide XML as means of communication on the Supplier Site which has been provided on the the PO.
And I guess if you enable XML and EDI options on the Supplier Site Defintion then EDI would take preference.
You can look at this API ecx_document.isDeliveryRequired. AFAIK this is the API based on which PO decides whether to enable XML radio button or not.
I checked at Managed Sites->Supplier sites->Communication->Notification Method : There i could find only Email,Fax,None,Print only.There is no EDI or XML option.
Could you please provide some navigation details in R12 to set EDI or XML for Supplier site.
I checked below qurey and i dont find xml and edi as an option to select.Below query is listing only email,fax,print and none only.

Forget about that SQL output. When the trading partner setup is done correctly, XML option will be enabled in the PO Approval screen. So, you are correct your trading partner setup only....

Please let me know if anything else need to setup.
Just now came to know that protocol type should not be 'NONE'.Chagned protocol type from NONE to HTTP-OXTA but still xml radio is not enabled.
Everything looks good. Can you try to change the protocol type to SMTP and give ur email id in the protocol address. Also, make sure that you are creating a new PO for that supplier and supplier site.

I am having the same problem - I am not able to get the XML button to become available so I can check. Have you found out what the issue was?
