When I have been installing AS9i 1.0.2.1 over 9i database, it was necessary to use installer from the database installation. I am not sure whether you face the same problem, but I think, you could try it.
Submit installer which have been installed on your box by database installation and choose poducts.jar from your AS 9i CD1.

I hope this helps

When I installed 9iAS 1.0.2.2.2, I made the silly mistake to put in onto disks after downloadng at home using Windows 98. When i came to install it( on W2000), because of the limitations of the path sizes when burning them on to disk (W98), the actual path did not exist therefore on the installer I got the same message as you have. I therefore unzipped each disk into folders Disk1, Disk2 and Disk3 and it then installed from the setup in the Disk1 folder and it automatically changes folders, so does a complete install.

Hope this helps as i always have loads of install problems.
