If you dont set a value for SIGNON_PASSWORD_NO_REUSE does Oracle give it a default value, or can the user simply keep reusing there same password for as long as they like. Also does the value for this parameter represent days before they can reuse and old password or number of unique passwords before they can revert back to an old password?

If the profile option is not set, then users can simply keep reusing the same password.

This profile option specifies the number of days that a user must wait before being allowed to reuse a password.
