You have to log on with sys.
DBA is a role which provides high authorized privileges, not an access.
You need to login with SYS or any other user which has the SYSDBA. granting execute to public needs SYSDBA...

but I login as sysdba, got this error:

ERROR at line 1:
ORA-01917: user or role 'SMITH' does not exist
user SMITH exists, Why is that?
