            see you have given same host names for both service names entry

            Tnsnames.ora

            HOTEST =
            (DESCRIPTION =
            (ADDRESS_LIST =

            )
            (CONNECT_DATA =
            (SERVER = DEDICATED)
            (SERVICE_NAME = hotest)
            )
            )

            STAND =
            (DESCRIPTION =
            (ADDRESS_LIST =
            (ADDRESS = (PROTOCOL = TCP)(HOST = <b>viptest</b>)(PORT = 1521))
            )
            (CONNECT_DATA =

            (SERVICE_NAME = hotest)

            change hostname of STAND. it should be pointing to standby db HOST NAME or IP

              change hostname of STAND. it should be pointing to standby db HOST NAME or IP------------
              *Both of these primay and standby are on the same m/c i.e viptest*
              and service_name=hotest is also same on both of the DB Server

                I asked you that before wheather they are on both HOST.
                are you able to connect to primary from standby and vice versa? please check this.

                SQL> conn sys/password@HOTEST

                SQL> conn sys/password@STAND

                paste some lines of alert log of standby db.
                this error also indicates you might not have compatible STANDBY DB prepared.

                                    is this error came after the changes you've made?
                                    can you post your pfiles (both DBs) & TNSNAMES again?
