I maintain an Oracle 10g RAC cluster database running on AIX servers, and would like to add another voting disk. I am planning to use the following command, executed as root: crsctl add css votedisk device_pathname.
Can this command be executed while the database and cluster services are active, or do I need to shut both down before modifying the cluster configuration?

Yes, you're supposed to be able to add a Voting disk while the Cluster services are active, but there's a bug in certain releases in doing so.
Take a look at Note: 390880.1 OCR Corruption after Adding/Removing voting disk to a cluster when CRS stack is running
you MUST shutdown the Oracle Clusterware (crsctl stop crs as root) on all nodes before making any modification to the voting disk.
Then, run the following command as the root user to add a voting disk:
# crsctl add css votedisk path
as mentionned in the doc :
*"using the -force option while any cluster node is active may corrupt your configuration."*
Metalink note 428681.1 (update on Dec 2008) clearly says that crs must be shutdown in 10g on all nodes before making any modification to the voting disk
