Regarding License of OEL on Oracle Virtual Machine !

Hello All,

The OEL Link[http://www.oracle.com/technologies/linux/ubl-faq.pdf] mentions about the support cost of OEL based on the CPU's.

How does this work on Virtual Machines ?

Do we need to buy separate support license for OEL installed on each VM(guest) ?

or

Buy a Support license of OEL for 16 CPUs and Create VMs of 2 CPU's each and install OEL on each of them ?
