Oracle Enterprise Manager (OEM) is a system management tool that provides an integrated solution for centrally managing your heterogeneous environment. Combining a graphical console, Oracle Management Servers, Oracle Intelligent Agents, common services, and administrative tools, Enterprise Manager provides a comprehensive systems management platform for managing Oracle products.

Oracle Enterprise Manager Console, you can perform the following tasks:

          - Administer the complete Oracle environment, including databases, iAS servers, applications, and services
          - Diagnose, modify, and tune multiple databases
          - Schedule tasks on multiple systems at varying time intervals
          - Monitor database conditions throughout the network
          - Administer multiple network nodes and services from many locations
          - Share tasks with other administrators
-Group related targets together to facilitate administration tasks
          - Launch integrated Oracle and third-party tools
          - Customize the display of an Enterprise Manager administrator

          Oracle Enterprise Manager
          http://www.oracle.com/technology/documentation/oem.html

Oracle Applications Manager (OAM) is used to monitor components of your Oracle Applications instance (Web Server, Forms Server, Concurrent Manager, ..etc). With OAM, you can maintain/do the following:

          - Application Services
          - Configuration - Overview
          - Forms Sessions
          - Database Status
          - Applied Patches
          - Patch Wizard
          - Workflow Manager
          - Cloning

          http://download-uk.oracle.com/docs/cd/B25516_14/current/acrobat/115samg.pdf

Core Oracle DBAs do not need to have OAM installed since they do not monitor Oracle Applications. Oracle Apps DBA require to have both tools to maintain the Application (through OAM), and maintain the Database (through OEM).

The other thing to note is that OAM is specific to an Apps instance/database. There are Apps packs available for OEM that will allow you to manage some parts of all Apps instances in your site. See http://www.oracle.com/technology/products/oem/prod_focus/app_mgmt.html
Oracle has stated that OEM is the future and that the capabilities in OAM will be migrated to OEM as time goes along.

              Really , Many many thanks  . . .
You make me understand exactly the difference between OEM & OAM.

But i have another question now .
              If i have Oracle E-Business Suite Application now . . .
How can i configure or install OEM to admin the database?
Is OEM a software will be installed?
Is there specific OEM for each Oracle E-Business Suite version?

              Many many thanks again

OEM is a database tool, so it should be configured using the database software owner (i.e. oracle user or ora<sid> users).

Looks like your OEM Installation is not perfect. i would suggest that you install OEM on seperate node and install only agent on EBS DB node.

Do you get the same error when you issue "emca -config dbcontrol db -repos create"?
