Thank you very much for providing all those details. Unfortunately, I have no idea what could be wrong. I encourage you to engage Oracle Support in pursuit of a solution.

When i open 'http://192.168.0.1:7777/pls/apex/apex_admin"
then the page need admin username and password appear
Using this interface the administrator can manage all aspects of the service including creating, removing, and managing workspaces.Application Express Administration Services

ORA-01403: no data found
Unable to get workspace name.
Return to application.
Can anyone give some help?
What else are you doing in that database? Is it a database you've been using for other things for a while and are those working? What does "select count(*) from sys.dual" return? Why are you using 184.108.40.206?
It should be 220.127.116.11 the following is the message when I login in.
Oracle9i Enterprise Edition Release 18.104.22.168.0 - Production
With the Partitioning, OLAP and Oracle Data Mining options
JServer Release 22.214.171.124.0 - Production
the database works.
select * from sys.dual;
I test for a long time to try finding where the error is.privately I think ,the Apex did not connect to database,Some times when I press 'enter' some times.
there would appear windows let me change my password,but when I changed it and press'enter' then the same errror appears.
Here I post wdbsvr.app for you.
administrators = all
adminPath = /admin_/
defaultDAD = APEX
connect_string = 192.168.0.1:1525:test
password = apex
username = apex_public_user
default_page = apex
document_table = wwv_flow_file_objects$
document_path = docs
document_proc = wwv_flow_file_mgr.process_download
reuse = Yes
enablesso = No
stateful = STATELESS_PRESERVE
nls_lang = American_America.Al32UTF8
by the way ,1525 is the port of listener. the database just a database for test ,having no other uses.
Thank you for your care
