At the moment the ILM Assistant application, associated packages, and the supporting APEX environment, have to be installed into the instance containing the tables you want to manage. There is no option to use a "remote" database to manage the ILM content as with other applications like RMAN.
If you want to manage multiple databases you could possibly create your own "front page" using APEX containing links to your various ILM installations. Then clicking on each link would connect you to a specific ILM assistant in a specific database instance.
