Issue with start with,add,keep clause

I am querying a cube with following condition through BI excel addin 10.1.2.3.
Step 1. Start with 'ALL'
Step 2. add members for which YTD >100000
Step 3. keep members for which YTD < YTD prior period
The query execution order should be as mentioned above. The members obtained from step 2 should be again filtered with the condition mentioned in #3.
The issue is that when I use just #1 and #2 i get 300 members and when i put #3 also the number increases to 500.
Keep should filter the records and should not add members? Am I missing something?
