If I try to run the application on a machine that has oracle 10g or 9i client/database will I have any issues?
If you do not also install the corresponding 11g version of the Oracle client, yes, you will have issues. Multiple versions of the client/server software can be installed - you sometimes need to adjust the system path in order for things to "resolve" correctly.
IN ODP.NET 10.2.0.4 and higher, there is an attribute, DllPath, which helps resolve the unmanaged ODP.NET DLLs to use. You can read more here.
What some admins do is set their ODP.NET 9.2 or 10.1 client to be early in the Windows Path. Then set DllPath for their 10.2 and 11.1 ODP.NET clients so that each can find their correct unmanaged DLLs.
