Well, I'm just seeing this thread now about the performance of apex.oracle.com. Lack of a response doesn't mean that "Oracle" is ignoring this thread, it just was never seen. And I won't even attempt to indicate this is a "top priority" for me, lest someone deride me for that - again.
So rather than explain the actual cause of this slowness, I'll just say that our internal IT organization is aware of this and is working with database product development on it. Various solutions are being explored, including upgrading the OS. But these issues have been monitored and diagnosed ever since the DB 22.214.171.124 upgrade.
For the sake of this service, I wish for this to be better as well.

I had assumed that no one from Oracle had seen my update on this thread - hence removing the "Answered" flag.

OK, well today the OTN site has been appallingly dire - almost EVERY click now takes OVER TWO MINUTES to get a response. Trying to use SQL Commands? Forget it, it's gone to sleep. Trying to save changes to a report? Oh, forget that - or, go make a cup of tea or a roast dinner - may just have responded by the time you get back.
Well, this was an unpleasant message to get (during holiday, no less). Thanks for reporting this. As I'm sure you're aware, the site is completely unavailable now. I have notified our IT organization about this, who is already triaging the situation.
Sorry to spoil you holidays, Joel - I'm supposed to be off work as well, but thought I'd tidy up a few threads. But that required using my OTN workspace and, well, let us just say that I should have stayed away!
