I would think that you could
set authorization_status = 'INCOMPLETE'
where segment1 in (XXXXXXXX) ---this is the requisition number
Try it with one

Normally Updates from Back end is not advisable, unless there is no other go.
Can you please let us know what requirement is driving you to change the authorization status to INCOMPLETE?

Our Client wants to delete/Purge the Outstanding Approved status Requisitions which are created from 01-jan-2000 to 31-dec-2008, so normally it is not possible to delete the approved status requisitions. What I taught is if we reset the PR status from “APPROVED” to “INCOMPLETE” then we can delete them from the Requisition summary window by selecting each requisition. This is want I have planned to fix the things as per our client requirement.
Can you suggest me which way is better to fix this requirement.
Why does the client want to delete old open approved reqs?
Is it because they are showing up as supply in mrp or they are crowding up the Autocreate screen?
In that case, you can CLOSE the requisitions.
They will stop appearing.

I am planning to cancel all the approved requisitions using the mass cancel and then i will purge those requisitions, i think this could be the better way...
other then this will you suggest any other idea..?

I guess mass cancel is better idea than updating requisition to incomplete status. By the way if you plan to do it you will have to update authorization_status and change_in_progress_flag to Y. Then only the UI will show "INCOMPLETE" status and allow deletes i guess.
Why you are making the Requisitions as Incomplete or Cancel. This way you will mess up with data integrity. PO's are approved and there Requisitions in Canceled Status.
Why you can't use the Standard Purge Functionality Oracle provides.
