Could not save to database. MODE=UPGRADE error

Hi everyone,

I get the following error when trying to save a custom wft file to database

1602: Could not save.
1400: Could not save to database. MODE=UPGRADE EFFDATE=2009/09/15 08:58:07
1404: Please first load this entity or check protect and custom level of ITEM_TYPE 'XXXXPT'.

We're using the following :
WF Builder = 2.6.3.5
WF Version = 2.6.0 (based on select text from wf_resources where name='WF_VERSION')

Oracle Apps 11.5.10
Oracle DB 10.1.0.4.0

I tried to set the access level to zero (0) but the same error appeared.
Am I using the right version of the builder?

I highly appreciate if you can give help and insights on this.
