there exists a Metalink (My Oracle Support) note that describes the problem:
Note 556201.1: Connection To SQL*Server Using Windows Authentication Gives Error SSO Failed
Connecting to SQL*Server from SQL*Developer 1.2 using the option -
+'Use Windows Authentication'+
gives the following error message -
Failure-I / O Error: SSO Failed. Native SSPI library not loaded. Check the java.library.path.system property.
A connection not using Windows authentication works successfully.
SQL*Developer needs access to the ntmlauth.dll file for Windows authentication to work.
To implement the solution, please execute the following steps:
- find the directory that contains the file ntmlauth.dll. This may be in the SSO directory in the folder where the jtds-1.2.jar file was downloaded, for example D:\msql_jtds\SSO.
- add this directory to your Windows PATH environment variable
- stop and start SQL*Developer
- try a SQL*Server connection using Windows Authentication

where should i find Windows PATH environment variable?
where should i add ntmlauth.dll file?
i try alot but i cant.
To me, It worked only when I did this:i
1 - Download and open the JTDS folder.
2 - The ntlmauth.dll you will find inside the x86/SSO folder
3 - The JtdsXA.dll you will find inside the x86/XA folder
4 - Put the ntlmauth.ddl and JtdsXA.dll inside de Sql Developer/sqldeveloper/bin
5 - Copy the jtds-1.2.4.jar to Sql Developer/sqldeveloper/lib
This worked for me.
