Make the form submit app for campaigns more reliable

The form submit app is not always very reliable, I have seen quite a few cases where contacts randomly get stuck and the only way to resolve it is to remove them from the step and put them back in (and then it just works...). For this reason I always add a loop that if there is an error in the app the customer is pointed to a wait step and then back into the app. This shouldn't be needed and the app should be more reliable/less prone to errors.
