Microsoft's email sending limit causing issues for high volume of learn alert email notifications

We encountered an issue with the recent bulk email sent using learn resource alerts. A learning notification was intended to be sent to over 2,000 employees; however, we discovered that many of these emails were either automatically routed to the Junk folder or not delivered at all. Upon investigation, we found that Microsoft’s 365 sending limit is set to 1,000 emails per hour per sender, and this restriction also applies to the Oracle sender. As a result, the remaining emails were not delivered.
Has anyone encountered a similar issue or has any experience with this limitation? Additionally, if you are aware of any exceptions or options to bypass this Microsoft rule, we would appreciate any insights you can provide.
