Autocomplete rule is working fine for employees without Global Transfer but after GT not working

Summary:

Hi Team,

We have created the below Auto complete rule which is working fine for employees for whom Global Transfer is not happened but not working for employees for whom Global Transfer is happened.

Logic :- For employees who already has a action of Confirmation and action reason as Confirm when HR / Manager tries to add same action again they should the error.
