VB Studio - Business Rule to Default a value Not Working Consistently Across Roles

We have configured a Business Rule on the Create Requisition page to default a field value based on an attribute defined on Position. This rule is set up as a default rule with no criteria, so it is expected to apply uniformly to all users regardless of role.

However, we are observing inconsistent behavior — the rule is executing correctly for certain roles, while for other roles the field is not getting defaulted at all, even though no role/criteria-based conditions exist in the rule configuration.

Since the rule has no defined criteria and is meant to apply globally, this inconsistency appears to be tied to a role or privilege/security issue rather than the rule logic itself (e.g., possibly related to data security, position hierarchy access, or a privilege required to read the position attribute for certain roles).
