PO Received - Email Notification

I want to create automated email notification to the created by of a purchase order when their purchase order is received. When the status changes from Pending receipt to pending billing.

I was able to do something on workflows, however i can only seem to get it to send the email when I edit and save the po.

Any ideas or paths to what im trying to do is greatly appreciated.
