Prompt User - Add Notes Pop Up

Hello,

I wondering if there is a way that I can add a POP out window that would allow the user to add notes to a transaction. Or is there other ways to notify the created by user of a rejection reason that is easier. My basic goal is to make it easy for the rejecter to notify the created by user why the bill was rejected.

For Example

We have a workflow that adds a reject button to Bills. See below.

When the user rejects it will pop up the new note window. See Below.
