Purchase Order Location field is not autofilling Shipping address correctly

We recently noticed that when we change the location (NS Native Standard Field) in any of the Purchase Order forms, this includes NetSuite Standard Drop Ship form as well as all our custom PO forms, that after the 1st change in location the Shipping address no longer updates correctly. For example employee located in MA. enters a PO and the Location automatically calculates to MA, however employee wants to ship to TX, so they change the location to TX and the MA address remains, then changing it to someplace else to try and get the shipping address to correct
