Why would Supply Planning double a Planned Work Order's demand after it is Firmed?

I am implementing the Supply Planning functionality and during testing ran into an issue with the planning engine duplicating demand for a firm planned work order. I am not sure that it has anything to do with it, but this is also utilizing the Outsourced Manufacturing functionality. The screenshots below show the progression of the issue – the main issue is yellow highlighted. I’ll comment on a secondary issue, green highlighted, at the end of discussion.
The MRP output is accurate when first run and Planned Work Order #9508 is generated. Once the planned work order is Firmed and after the Planning Repository is refreshed, the component records of the planned work order are showing a double row of Demand for the Firm Planned Work Order. This in turn, doubles the required Supply for the components, resulting in newly suggested Transfer and Purchase Orders. The example component below shows there is excess on hand inventory before firming the planned order and a need to purchase 3643 more after the planned order is firmed. When I originally ran MRP,
