Suite Cloud Plus License

We purchased Suite Cloud Plus License a while back and was not told we needed to do anything on our end from our Account Rep. I noticed that it is not running. My question is a lot of scripts that were set up during implementation are under another employee. Should I designate him as the user or can I put it under my name? Just wondering if this matters?
