What would be the reason the Personal Information (PI) Removal tool is not removing billing address

Hi I have a client that is using the Personal Information (PI) Removal tool to remove sensitive information which is working except for transaction in closed period nothing happens, I have enabled ALLOW NON-G/L CHANGES on the period that that transaction is in but still unable to remove the information.
