How to resolve "This item is unavailable in some subsidiaries when using the following BoM" error?

I am getting this error while loading standard cost of the item via csv, when I do it thru UI, it works fine but not thru CSV.

I reviewed the mentioned BOM and it is setup exactly same as the item record for the subsidiaries.
