Does NetSuite allow to create purchase order for inactive vendors?

I was under the impression that our system restricts creating purchase orders (POs) for inactive vendors. However, the Accounts Payable (AP) department recently identified an instance where this occurred. My review of the system notes confirms the vendor was inactive at the time the PO was created.

To understand this discrepancy, I would appreciate your insights on the following:

Should it be possible to create a PO for an inactive vendor?

If not, what potential causes could explain this incident?
