Contact Drop-down Listing "Attached" Contacts

We have a custom transaction header field called Primary Contact that is used on opportunities. This is a List/Record field that is setup with the following source filtering.

This restricts the contact selection to the list of contacts at the company the opportunity is with. What we would like though is to restrict the selection to the list of contacts that appear on the Relationships > Contacts page of the company, which includes contacts from other companies that have been "attached" to the company. Is this possible?

What is interesting is that two Contact saved searches that are very similar behave differently.
