Update Inactive Inventory Items via CSV Import

We are trying to update some data on inactivated item records and it keeps giving the error "That record does not exist". Is it possible to update inactivated item records via a csv import? This is an import that is being mapped into a Custom Record that we have created forecast data based on item and territory by month.
