Changing SO shipping address to a different country when taxes are enabled

This shipping address change is not allowed for existing transactions because this shipping address requires a new tax form.

We ship to US and Canada and use legacy NetSuite taxes. We understand that once a SO is entered, NetSuite taxes does not allow the ship address to be changed from one country to another, as that requires the tax form to change.

But we are wondering if there is a work around. Maybe temporally disable taxes, change the address, then reenable taxes?
