Accessing file attachment in header of vendor bill form after Release 2026.1 link no longer working

I created a Transaction Body Field to allow a file to be accessed on a vender bill form through a hyperlink. It worked well but after Release 2026.1 the link no longer works. Here is the logic: to_char('<a href=https://'||'system.na2.netsuite.com'||{file.url}||' target="_blank">View</a>')

Anyone know why it no longer works and how to fix it?
